The guidance of Rabbi Brous, to reach a two-state solution as presented in her Feb. 20 article, “The quiet majority must bet on peace,” ignores the factors underlying the failures of previous efforts to reach a settlement. How can progress be made to reach a settlement if these factors are not addressed?

As an example, the 2008 Israeli-Palestinian negotiation ended when the Palestinian leadership refused to consider an Israeli counteroffer to their current refugee demand that would end Israel as a Jewish state.
